Additionally, if we have such time/buffer streams then the vissible streams
no longer match what is stored in the file. This would increase complexity. 
There would not be 1 stream_count but 2 and the structures provided
by a common API (like AVStream / AVStream.priv_data) no longer could be used
for all streams.
And if you had 2 such streams, it would be needed to decide which to use.
Also normal packets in streams are not normally protected by a checksum,
and a wrong value used as preload is far worse then using the next value.
The syncpoints (as well as info packets naturally provide error pretection
through their checksums.
