This contradicts later developments on the interpretation of DTS,
particularly the fact that DTS must match the codec's definition of
DTS. For codecs that need a concept of DTS but don't define one, a
supplemental spec must be made. Supplemental specs are already needed
for certain broken codecs, like the Xiph family of codecs, which do
not conform to any sane sense of global headers.
