I see. I misunderstood "need not be interpreted".
Next try:
+ Muxers MUST NOT write EOR frames for non-subtitle streams, except for the
+ last frame.
This implies that demuxers will never encounter EOR frames in the middle of
non-subtitle streams, and hence need not to interpret them.
