Well, mplayer will never be on debian's apt, or if it goes someday it will be as a source package, As long as I know (really not much) DivX codecs were released to opensource at www.projectmayo.com (or .org) But I'm not sure, excuse my ignorance. Al that has been done was include a debian/ dir so debian users will hace an easier way to install an update mplayer. But you can install with make install if you want. The codecs aren't on the CVS so they won't be on the package once you've build it, codecs are on a zip file at mplayer's website. So you shouldn't care.
