The "how created" part was mentioned in an earlier mail:

Wikipedia describes it as shareware (and there's also a much-older
freeware version), with a 14-day free trial.

https://tmpgenc.pegasys-inc.com/en/index.html would appear to be the
software in question. Given a suitable Windows machine, it might be
reasonable to grab the shareware version to experiment on this.
