Did you try just
./configure --cc='gcc -mfpu=neon'
as I suggested? It certainly works fine for me (it's what I used
to test my setend fix).

Audio still needs to be decoded by the CPU, and that can use quite
a lot without it.
Also, VDPAU won't help you with many formats, even MPEG-4 ASP isn't
supported by it on that hardware yet.
