It was easy as: "mplayer -chapter 3 Ryuichi_2002.m4a"

"c:\>mplayer --help" didn't get me there, but I found it here: http://judsonsnotes.com/notes/index.php?option=com_content&view=article&id=237:compressing-video&catid=37:tech-notes&Itemid=59
