If it doesn't apply the boost, that would be correct, as far as I can gather. 

The scenario of down-mixing to a format that doesn't have .1 output become more difficult, though. Dolby does specify mandatory dynamic range compression when down-mixing to 2.0, which probably takes the LFE channel's boost into account, but down-mixing to 4.0 is never really discussed.
