It would help if you explained what the purpose is, "plus" and "v2" are really marketing terms.
Which do _not_ mean good quality but only indicate how much effort went into applying makeup onto the pig know as "crappy low-bitrate stream"

So it's 32 kbit/s. That means it isn't really possible to properly code anything above 20kHz mono.

That it decodes to 44100 means that SBR (also known as the "plus" part) must have been used to "make up" extra frequency information.
It's also stereo, so it uses PS (aka the v2 as far as I can tell).

Also it uses either some mystery feature or the encoder is kind of broken...
