When mp3 was created there was no consumer device that could play it
back - so why invent mp3?

When there is no demand, why should vendors put effort into providing
support for it? It's the chicken-and-egg problem...

Yes. Better quality at same filesize or lower filesize at same
quality. Especially true for animated material, where the effects are
most visible. (less banding, less blocking)
