OK, I think I understand.

Google says:- 
"winegcc is a gcc wrapper which tries to provide a MinGW compatible compiler under Linux".
Ubuntu says:-
"Provided by: wine1.4_1.4-0ubuntu3_i386".

I have wine-1.4 installed on my Ubuntu system (using PPA).
Maybe winegcc isn't included in this PPA version.

I will investigate it.
