You're testing the wrong way.
I suggest to try in order:
mplayer rtp://192.168.1.8:5004
mplayer -demuxer lavf rtp://192.168.1.8:5004
ffplay rtp://192.168.1.8:5004
mplayer with dumpstream, ffmpeg to convert from pipe to another pipe and playing that pipe output with mplayer of ffplay

What if you replace rtp:// in the MPlayer command by a file?

For startup time: any format will be better.
However I don't know if any other format is supported by VLC properly.

Try setting -probesize to a smallish value. To small and you will randomly lose
audio though. I hope you don't have subtitles, they won't work unless you use fairly
large values here (which is why I said MPEG-TS isn't really suitable for this, there's
no way to know what kind of stuff is in the TS stream).
And please don't top-post, having a full quote below is only a waste of space,
and putting your reply directly below a quote of precisely the part you reply to
will make it easier to understand (e.g. "the last one" is fairly unspecific,
just quoting the part you didn't understand would have been far more obvious).
