I'd be more in favour of suggesting mencoder/mplayer use proper EDL 
formatted files which use a timecode in HH:MM:SS:FF 
(Hours:Minutes:Seconds:Frames).

you get your frame accurate ability with the standard that all "Real" 
editing applications use.
