what do you mean permissions?

i have all the permissions as far as i know it's ubuntu that is causing this
problem it's brand new installation
i am an administrator and i have all permissions in  users-admin advance
options.

by the way thanks for the commands
# cd /usr/local/share/mplayer/skins
sudo tar jvxf SKINFILE.tar.bz2

but the skin is still not readable.
