Are you sure you're not talking about ffmpeg?
At least today's svn checkout mplayer/mencoder still seems to
work as stated in the manual:
vbitrate=<value>
Specify bitrate (default: 800).
WARNING: 1kbit = 1000 bits
4-16000

(in bit)
