Your board is too slow for software decoding (in particular to a RGB15
frame buffer!).
The hardware acceleration unit on that board is
1) not supported by MPlayer
2) seems it has no support for standard acceleration APIs like VAAPI
3) and seem it is 100% proprietary

Or in short (although I fear that applies to most if not all of these
boards): It is not really suitable for use with OpenSource programs.
I may be wrong, but either way the right place to ask would be the
supplier/manufacturer I'd say.
