There are those among the developers who have in the past taken the
position that releases are a bad thing because they encourage users to
use (and, therefore, report bugs against) the released version; since
this is not the most recent SVN version, the bug reports are not what
the developers want (since it could have been fixed since then), and the
users are at a disadvantage in that they are not picking up whatever
improvements or fixes may be made.

That said, I have been under the impression (never really checked that I
remember for certain) that there *is* a more-or-less-regular tarball
'release' made available for download, and as long as it isn't labeled
as being a release I don't know why anyone would object to there being
such a thing.
