Well, by default configure says the following:
Checking for DVD support (libdvdnav) ... no (Disabled in favor of 
the internal copy of dvdread. Append --disable-dvdread-internal.)

Obviously I can enable external library, but this is not suggested 
behaviour afaik. If dvdnav is disabled by default with prefer to 
internal version of dvdread, then I assume that dvdread 
successfully replaces the functionality of libdvdnav. Correct me 
if I'm wrong, currently I don't have dvd media weird enough to 
test this properly.
