the latest development mplayer plays it except for the audio which faad2
doesn't like at all.

Maybe its the same hardware as the DVB-T which is used in NZ as 100%
problems occur (lots of blocking and audio which is broken in mplayer
(audio problem is faad2 which seems is not supported by the orginal
people and the h264 decoding is a little broken in ffmpeg)

the latest dev version will play without any problems with

mplayer -ac null -vf pp=fd file.mpeg

(-vf pp=fd will get rid of all the artifacts in some of the samples)
