OK, you have interlaced video, right? Try this:

mencoder.svn -fps 50 -ofps 25 \
  -demuxer lavf -vc ffh264  -vf scale=720:400 \
  -ovc xvid -xvidencopts bitrate=1200 -ffourcc DX50 \
  -oac copy -o XviDout.avi 00000.mts
