Yes, since it also dumps the .ifo which AFAIK contains the palette, so
MPlayer itself does not need it.

The best a quick google showed me is
http://www.matroska.org/technical/specs/subtitles/images.html
but that wouldn't really be useful to the average user.
I am not a good source for end-user documentation though, looking at the source
usually is the quicker way to get accurate information for me ;-)
If you used mkvmerge (or actually no matter which program you used to
mux them) you might suggest to them that they add a warning if the idx
contains no palette...
