[MPlayer-users] How to find "technical differences" in MPEG?

How does the player then know "how fast the bits are coming or have to be delivered"? I thought this values tells me how many bit per second I have to read out of the stream. If I read the faster or slower the movie will be faster or slower. Is that the wrong perception?
