Good way?  No.

Possible?  Yes.

You have to change the framerate (from ~30) to 25fps.  -ofps 25 will do
it, but it will be uneven (judder).  

You also need to change the resolution to 720x576 with -vf scale.  Be
sure and set the "interlaced" flag.

Other than that, it's a standard PAL DVD encode, as described in the
HTML docs.
