By using
 
bash# mencoder -ovc lavc -lavcopts vbitrate=128000:vcodec=h263p foreman.avi
-of rawvideo -o foreman.h263
 
and redecoding the stream with
 
bash# mencoder -ovc raw foreman.h263 -o foreman-new.avi
 
there are several frames missing at the end.

See there's 1 frame missing (encoding 150frames, 10.0secs - decoding 149
frames, 9.933secs)

Other bitrates result in more missing frames. Try 64000 for example! Or
incredibly low bitrate of 4! 

Is it my mistake or is this a bug in mencoder?
