mpa stands for "mpeg audio", so technically speaking layers 1/2/3 all fit
in the category, although usually mpa is used to mean mp2.
$ mencoder file.mpa -oac mp3lame -o file.mp3 -of rawaudio -ovc frameno
will do the job
