The program is in /mplayer_source/TOOLS/
not sure for the name.

AFAIR the main problem with subtitles in avi is that there is no
standard way to do it.
This means that all kind of subtitles could be incorporated.
Well, giving that now we have general stream hadnling of subtitles it
may be possible that in a few months ogm and mkv will use general
subtitle handling and avi may follow them (just hope so ;)
