Now, that hasn't been my experience. Whenever I jump around with a  
Matroska video, it jumps to a non-keyframe (ALWAYS), and it lets you  
know. Between the errors showing up in the console, and the highly  
artifacted picture, you *know* that MPlayer didn't skip to a keyframe.

I think that skipping is just plain b0rk'd with MKV. I've had a  
similar problem where I can jump forward, but not backwards in a  
Matroska video. All it does is dump the existing keyframe info, and  
reads from the next frame as if noting preceded it.
