You're lucky enough to have the newest ATI card that is supported
by the open source DRI drivers. So, you can get native OpenGL support
through the DRI drivers (or through the ATI binary-only driver, if
you're a masochist).

OpenGL support is getting more and more common now, so it's entirely
possible your friend will be able to do the same thing on his system.
At worst, he'll have to use a normal deinterlacer, and get 25fps output.
That's not exactly terrible.

With MPlayer... only if you're using OpenGL output. You may try other
video players if OpenGL support doesn't work for you.

Yes, you can. Just so it's very clear, 50fps (re-encoded) video won't
play back on a DVD player, so you're going to need to maintain two
copies if you want to do things this way (or wait for an hour as you
re-encode the DVD, on each machine you want to watch it on)
