I did the encoding with the following command line:

/usr/local/mplayer/bin/mencoder -v 01-03.avi -ovc copy -oac faac -faacopts 
br=64 -o test.avi > debug.log

You can see from the attachment the audio is actually encoded to 155 kbps/s
