"Without re-encoding" being the important part.  It has to AT LEAST
convert the non-keyframe in question, into a keyframe.  If you don't do
that, you just get junk on the screen (strangly colored blocks moving
around) until you hit the next keyframe.

It's been around for quite a while now.  You probably have an older
man page installed.
