God, sometimes I feel people on this list just don't take the time to read...

x264 lets you specify an average bitrate, what I want is what is
possible with xvid, in that I give it a total size and it creates a
final file size of that size. If I "do the math" with x264 all I'll
get is the rough chance that x264 will end up at the file size I want.

I'll take your comment to mean its not possible.
