When it comes to MPlayer, no. I'm sure there's an AMR codec you could  
download and install into the Windows Central Codec Commissar (Why  
the OS has to be in control of the media codecs is beyond me), but  
when it comes to Windows, you'll have to compile the codec, and then  
compile MPlayer.
