That's not what MPlayer or MEncoder do. But, just about any DVD
decrypter(sp?) can strip out region data. Some programs, like Mac The
Ripper for OS X, will even strip out User Operation Prohibited (UOP)
flags (like those that don't let you skip commercials or FBI warnings)

Well, you'll probably have to recompress it to make it fit on a
single-layer DVD-R. MEncoder can help with that, and export to an MPG
file (see the documentation for information on -of and lavc as an
output encoder). Just about any program that can burn VIDEO_TS data
will burn your decrypted DVD (as whatever region you decrypted it
to), and just about any DVD burning app that will burn DVD-Video from
other files (Toast, Easy CD Creator, Nero, etc.) will produce All
Region (Often incorrectly referred to as Region 0 or Region-Free) DVD
discs.
One thing to watch out for, with this, is that you have to make sure
whatever region is going to end up playing this DVD, has a compatible
display. That is, an NTSC DVD from North America, even when set to
All Regions, may or may not play on an European PAL player. The
player might play it, but God knows what the output is going to be.
If you're going to be playing on a computer, then no worries.
