Of course there is. Even two ways, defined by MPEG4 stream and by OpenDML
AVI extension. These are standard. Too bad almost nobody except MPlayer
respects these standards.

Of course it is. After all, aspect ratio is a property of the video
stream, isn't it? So where would you store it, if not in the stream?
