ARM9 400Mhz should be plenty fast. My old 486DX4 100 was able to
decode MP3 in realtime.

Try different decoders: ffmp3, libmad, mp3lib (which you can select
with -ac or -afm if I remember correctly).

Check also if you haven't compiled with debug symbols in: those can
slow down decoding if you have very little memory.
