If only it was an interlacing issue. Your problem sounds a little  
more complex. Is your card set for the right region (IE does your  
card think it's trying to tune NTSC frequencies?)? Are you sure your  
video connection is secure? Can you tune in stations using that same  
hook-up with a TV?

More than likely, it might just be that the card is looking for an  
NTSC signal (it's not unheard of for a card to be shipped while set  
for the wrong region. I had an ATI TV Wonder VE shipped to me in PAL  
mode), fortunately that should be software switchable. Look for  
information in the Man page under -tv
