Are you saying that the video comes before the audio in stream.dump, 
*before* you attempt to re-encode it?  If so, then if the gap is consistent, 
try -audio-delay.

If it grows, maybe your the detected frame rate is too low, in which case 
you can override it with -fps. Also, are you playing the video with Windows 
Media Player (WMP)?  WMP does not understand telecined MPEGs, and there will 
be a mismatch between the video and the audio, although I don't remember 
which one moves faster.

You can also try demuxing and remuxing the file.
