It won't find anything except the header file.

There's no such package on RH/Fedora/CentOS. libintl functionality is in
glibc. This is very weird, nothing should require libintl.so.* on any
recent Linux.
Last time I saw libintl.so was on Solaris, whose libc doesn't support
libintl.
