A constant frame-rate would be easy...  Just "-ofps".  Problem is, some
of those frames may be broken.

AFAIK, mplayer/mencoder doesn't have any built-in option to skip broken
frames.  You might want to try using an EDL to manually specify which
frames are broken, and remove them.

Assuming your video is something that can be decoded by lavc, you
should look at "-lavdopts" in the man page.  Some of the options may
help you to mask defects (or not).
