No format ever made *requires* a special server. They can all be served
up on an HTTP server (though some won't stream well).

Mencoder doesn't support different formats. It essentially only outputs
to AVI and MPEG. You need something else to write any other formats.
Your question is very vague, but these subjects have been discussed
many times before. Searching the archives is sure to return much
information.
