Then we have an optimization problem: is uneven centering more or less
annoying than the slight quality loss from unaligned chroma blocks?

Remember I didn't say one should scale to x32, but only that it would
be even better if the resulting x16 size happened to be x32 too.

I wouldn't use uneven scaling anyway. I prefer cropping if I want to
align blocks. Not that I could see a few pixels of stretching in the
image, but just the knowledge that it is there disturbs me. This
stretch-phobia in me is probably caused by the people who prefer
watching 4/3 stuff on 16/9 TV:s in stretched mode and claim to see
nothing wrong in it.
