this is not "normal interlaced"... if it's pal and you see combing, it
means it was framerate-converted from telecined ntsc, and the result
will be absolutely horrible. you'd be much better off to just throw
away these bad vhs tapes and download the dvd rips of the
anime...because there's simply no way you can get decent quality to
display on a progressive display (computer monitor) from
framerate-converted material like this.
