Actually, I think the only places that use SECAM are in Africa, and
I'm not too sure there's a SECAM standard for DVDs.
Anyway, though, assuming you're using your computer, no reason it
shouldn't. PAL and NTSC are just ways of constructing the picture.
The frequency the screen refreshes at (60 Hz for NTSC, 50 Hz for
PAL), the lines of resolution (Can't remember the exact numbers on
this one) and framerate (30/1001 (29.97) for NTSC, 25 FPS for PAL).
This only matters if we're outputting to a "dumb" display, A.K.A. a
TV. But, your computer knows what your monitor's resolution is, and
you can scale, and framerate output is *never* a problem on a
computer (Only when it's too high and your system is too slow, but
current standards are easily handled by computers as old as six years).
