Your problem is that saa7134 (do not know about others) driver in kernel 
2.6.11 does not
support SECAM B/G and SECAM D/K norms, it only can tune if you have 
european PAL
signal. I also wait until the bug is fixed. However, if you have some 
time, you may tweak
kernel driver to make it work with all norms and frequencies it 
supports. It really supports
ANY TV-system with any norm and frequency table.

I have FM1216ME tuner, it is very important to know your tuner model, 
because 7134 does
nothing but gets signal from tuner and makes it digital. All frequencies 
and parameters of
tuner are set via I2C bus, that is only driven by 7134, but execution 
happens on tuner side.
