It certainly is.

 From the man page, under KEYBOARD CONTROL/general control:

     Step forward. Pressing once will pause movie, every consecutive
press will play one frame and then go into pause mode again (any other
key unpauses).

This was once a considerably requested feature, IIRC, but almost
nothing's been heard about it since it was implemented; then again,
that's probably a good sign.

(Something similar can be done indirectly via slave mode, but you can
look up the command for that yourself.)
