I only received Mark Williams' post after sending mine, sorry for the
duplicate.  Glad I'm not the only one having this problem.

Realised I left out some detail:  I'm using MPlayer-1.0pre6a.  My
command line looks like this:

mencoder file.mpeg -oac mp3lame -lameopts cbr:br=128:mode=1:aq=0 -ovc
lavc -lavcopts vcodec=mpeg4:vhq:vbitrate=700:vpass=1 -o file-p1.avi

mencoder file.mpeg -oac mp3lame -lameopts cbr:br=128:mode=1:aq=0 -ovc
lavc -lavcopts vcodec=mpeg4:vhq:vbitrate=700:vpass=2 -o file-p2.avi

Nothing fancy, I'd say.
