figures...new libmpeg2 is so broken. i want to revert..

i've confirmed this, and it's very strange since the first duplicate
frame still comes before pullup outputs a frame... so maybe the
problem is somewhere else. i have no idea how the decoder you _decode_
the movie with has any bearing on the validity of the _encoded_
output...
sorry but i'm at a loss again as to what the problem is...
