RTFM is your friend.....

from the manpage:

MPlayer has a fully configurable, command-driven control layer which 
allows you to control MPlayer using keyboard, mouse, joystick or remote 
control (with LIRC).
The default configuration file for the input system is ~/.mplayer/ 
input.conf but it can be overriden using the −input option.

from the input.conf file:

RIGHT seek +10
LEFT seek -10


simply change the numbers...
