Dscaler and TV-Time do have some high quality deinterlacers.

pp=md lacks a good smothing algorithm
pp=kerndeint is to noise sensitive

pp=lb blurs the image and does deinterlace everywhere
pp=ci does deinterlace everywhere

...

Btw. -sws 2 gives best PSNR even for very low bitrates... At least better 
PSNR than -sws 1 or -sws 7
