That's not the problem (rpm always reorders the packages so the 
dependencies are satisfied unless you specify --noorder).
The trouble is that the dependency for lame-3.96-1 is 'lame-libs = 3.96' 
when it should be 'lame-libs >= 3.96'. Therefore it doesn't accept the 
newer version 3.96-1. Obviously the package maintainer made an error.
